Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Large Annual Reporting Burden

This information collection covers 706 respondents and imposes a combined total annual burden of 167,864 hours. Average hours per response vary by task (examples in the notice include 4 hours for Fish Rescue and many multi-hundred-hour development submissions). The collection is mandatory and conducted annually under Section 4(d) of the Endangered Species Act.

State Filings with Very High Hour Requirements

Certain submissions listed require very large single-task hours in specific states: for California, HGMP development/submission is 2,080 hours and FMEP development/submission is 1,230 hours; for Oregon, a 5-year plan submission is 160 hours and annual reporting 40 hours; for Idaho, FMEP development/in-season reporting/annual reports list 120 hours; other tasks include RMP development (624 hours), RMP submittal (150 hours), and litigation assistance (416 hours).

Removal of Erroneous Limit 14 Burden

NOAA revised this information collection to remove the burden for Limit 14 and all references to Limit 14 in the tables for Questions 12 and 13 because there are only 13 Limits. The revision corrects an administrative error identified after the Southwest and Northwest Regions were merged.
