Vessel Registration Exempts Licenses
The CDQ Vessel Registration System lets CDQ groups add or remove small hook-and-line catcher vessels from the CDQ vessel registration list. Registered vessels are explicitly exempt from the requirement to obtain and carry a License Limitation Program license under regulations at 50 CFR part 679.
Quota Transfer Request Form
The Groundfish/Halibut CDQ and Prohibited Species Quota (PSQ) Transfer Request form is used by transferring and receiving CDQ groups to transfer annual amounts of groundfish and halibut CDQ and PSQ (except Bering Sea Chinook salmon) between two CDQ groups.
Apply to Use Non‑CDQ Harvest Rules
A CDQ group, an association representing CDQ groups, or a voluntary fishing cooperative can use the Application for Approval of Use of Non-CDQ Harvest Regulations to request approval to use non-CDQ harvest regulations when CDQ regulations are more restrictive than regulations otherwise required for non-CDQ groundfish fisheries.

NMFS received a request from the Oregon Department of Transportation (ODOT) for the renewal of their currently active incidental harassment authorization (IHA) to take marine mammals incidental to construction activities for the Yaquina Bay Dolphin Replacement Project in Newport, Oregon. ODOT's activities will not be completed prior to the IHA's expiration. Pursuant to the Marine Mammal Protection Act (MMPA), prior to issuing the currently active IHA, NMFS requested comments on both the proposed IHA and the potential for renewing the initial authorization if certain requirements were satisfied. The renewal requirements have been satisfied, and NMFS is now providing an additional 15-day comment period to allow for any additional comments on the proposed renewal not previously provided during the initial 30-day comment period.
