Lawn Mower Tariffs Shredded: No One Bothered to Protest

Summary
On June 1, 2026, the U.S. Department of Commerce (Commerce) initiated the first sunset review of antidumping duty (AD) and countervailing duty (CVD) orders on certain walk-behind lawn mowers and parts thereof (lawn mowers) from the People's Republic of China (China) and the AD order on lawn mowers from the Socialist Republic of Vietnam (Vietnam). Because no domestic party responded to the sunset review notice of initiation by the applicable deadline, consistent with section 751(c)(3)(A) of the Tariff Act of 1930, as amended (the Act), Commerce is revoking the AD and CVD orders on lawn mowers from China and the AD order on lawn mowers from Vietnam.

Antidumping/Countervailing Orders Revoked
Commerce revoked the antidumping (AD) and countervailing duty (CVD) orders on certain walk-behind lawn mowers from China and revoked the AD order on such lawn mowers from Vietnam. Commerce will instruct U.S. Customs and Border Protection to terminate the suspension of liquidation for subject merchandise entered, or withdrawn from warehouse, on or after July 13, 2026.
Pre-July 13 Entries Still Liable
Entries of subject lawn mowers made before July 13, 2026 will remain under suspension of liquidation and remain subject to antidumping and countervailing duty deposit requirements. Those earlier entries may be reviewed or assessed under the existing AD/CVD orders.
Administrative Reviews Still Possible
Commerce may still conduct administrative reviews of subject merchandise that entered before the effective date of revocation if someone files an appropriate request for review. Those reviews can affect whether duties are ultimately assessed on those earlier entries.
