USPS Retires Labels 888, 889: Postal Purging Begins

Marketing Mail Parcel Tracking Change
Mailers who used Label 888 for USPS Marketing Mail parcels or Heavy Printed Matter parcels must switch to alternative tracking methods for those shipments after the labels are discontinued. The rule notes that such mailers will need to use other tracking options and points to USPS postage and tracking information online.
Labels 888/889/891/892 Discontinued
The Postal Service will discontinue Labels 888 (Tracking), 889 (Signature Confirmation), 891 (Insurance up to $500), and 892 (Insurance over $500) effective January 17, 2027. You may keep using any existing stock of these labels until January 31, 2028, but the Postal Service will stop printing and, as offices are upgraded, will stop applying these labels.
Metered Customers: Update Label Printing
Metered customers are instructed to contact their postage meter provider for help printing postage labels with tracking, signature confirmation, or insurance after these labels are discontinued. The Postal Service directs metered users to seek assistance from their meter vendor to produce compliant labels.

The United States Postal Service (USPS) is responding to public comments regarding the creation of a new General Privacy Act System of Records (SOR) USPS 820.225, Federal Ballot Mail. The new SOR coincides with the Postal Service's publication of the Final Rule amending the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM), regarding the transmission of mail-in or absentee ballots for federal elections. The Postal Service created the SOR to maintain a list of individuals, each individual's address, the unique Intelligent Mail barcodes printed on each individual's outbound and return ballot envelope for a federal election, and the state or political subdivision thereof that issued such ballot for inclusion on a state's Mail-in and Absentee Participation List, as required by the new DMM section. There will be no changes to the new system of records in light of public comments received.

The Postal Service is revising Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM[supreg]) to clarify the applicability of the Hazmat Handling Fee, and to require a parcel barcode, on parcels mailed as Free Matter for the Blind and Other Physically Handicapped Persons (Free Matter).

2026-16016, New Mailing Standards for Live Animals
The Postal Service proposes revising Publication 52, Hazardous, Restricted, and Perishable Mail (Pub 52), for various package requirements for live animals. This proposal will improve package integrity and container identification for all live animal shipments during processing and handling by prohibiting the reuse of fiberboard containers and requiring individual addressing and sequential numbering for multiple container shipments when bound together in a single shipment. Also, this proposal requires mailers to write the recipient's name and address directly on the packaging of Adult Bird shipments in the event the shipping label becomes detached from the packaging.

The Postal Service is revising Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM[supreg]), section 608, to provide instructions for customs clearance and the prepayment of applicable customs duties, taxes, and fees for certain goods mailed from American Samoa, Guam, Northern Mariana Islands, and U.S. Virgin Islands destined to the customs territory of the United States (CTUS), which is defined in 19 Code of Federal Regulations (CFR) 101.1 as the fifty States, the District of Columbia, and Puerto Rico.

In this document, the Federal Communications Commission (Commission) proposes steps to strengthen the reliability, integrity, and effectiveness of the Robocall Mitigation Database (RMD or Database) as a core component of its illegal-call prevention framework. The Commission proposed measures aim to ensure that RMD filings are accurate, complete, and current, and to safeguard the Database so that only legitimate, transparent, and accountable providers may enter or remain listed. Specifically, the Commission proposes and seeks comment on measures to clarify which entities are required to file in the RMD, enhance the accuracy and completeness of submitted information, and specify which portions of filings may be publicly disclosed. Additionally, the Commission proposes and seeks comment on new tools to prevent bad actors and noncompliant providers from accessing or remaining in the RMD, including strengthened screening procedures for new filers, improved mechanisms for identifying noncompliant providers, expedited removal processes, and safeguards to prevent unauthorized re- entry into the Database.

The FAA proposes to supersede Airworthiness Directive (AD) 2023-07-02, which applies to all Airbus SAS Model A330-200, -300, -800, and -900 series airplanes; and Model A340-200, -300, -500, and -600 series airplanes. AD 2023-07-02 requires replacing the doghouse door lock placard with an improved instruction placard. Since the FAA issued AD 2023-07-02, it was determined that additional parts need to be modified. This proposed AD would continue to require the actions in AD 2023-07-02 and would expand the list of affected parts. This proposed AD would also prohibit the installation of affected parts under certain conditions. The FAA is proposing this AD to address the unsafe condition on these products.
