FPCA Lets Overseas Military Vote
The Federal Post Card Application (FPCA, SF76; OMB No. 0704-0503) is the official form the Secretary of Defense prescribes under UOCAVA for absent uniformed service members, their spouses, and overseas citizens to register to vote and request absentee ballots. The notice estimates 1,200,000 respondents, 1,200,000 annual responses, 300,000 annual burden hours, and an average burden of 15 minutes per response; the FPCA can be completed on paper or via FVAP.gov and submitted to election officials by mail, email, or fax depending on State instructions.
States, Not Federal, Keep FPCA Data
The notice states that the authority for States to collect personal information on the FPCA comes from UOCAVA and that the burden of collecting that information resides with the States; the Federal government neither collects nor retains any personal information associated with the FPCA. State and local election officials will retain submitted information to process voter registration and deliver absentee ballots during the form's eligibility period provided by State law.
FVAP Outreach to UOCAVA Citizens
Per the notice, the Federal Voting Assistance Program (FVAP) regularly reaches out to UOCAVA citizens to raise awareness of its voting assistance services, primarily via its website FVAP.gov. The FPCA may be completed online through FVAP's online assistant (fvap.gov) as one way voters can submit their application to election officials.
