Malaysia Steel Strand Faces Dumping Duty Preliminary Hit

Summary

The U.S. Department of Commerce (Commerce) preliminarily determines that producers/exporters subject to this review made sales of subject merchandise at less than normal value (NV) during the period of review (POR), June 1, 2024, through May 31, 2025. In addition, we are rescinding the review with respect to Southern Steel Sdn. Bhd. (Southern Steel). Interested parties are invited to comment on these preliminary results of review.

Cash Deposit Rules for Future Shipments

After the final results are published, cash deposit requirements for shipments entered or withdrawn for consumption on or after the publication date of the final results will be: the company-specific rate from the final results (or zero if less than 0.50%), previously published company-specific rates for companies not covered by this review, the manufacturer's most recent rate if exporter is not covered, and a 5.13% all-others rate for other manufacturers or exporters. These deposit requirements will remain in effect until further notice.

Importer Certificate and Double-Duty Risk

Importers must file a certificate about reimbursement of antidumping duties under 19 CFR 351.402(f) before liquidation of relevant entries during this review period. If you fail to file the certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.

Preliminary Antidumping Margins Announced

If you import prestressed concrete steel wire strand from the Malaysian companies reviewed, Commerce preliminarily found dumping for the period June 1, 2024 through May 31, 2025 and calculated estimated weighted-average dumping margins of 1.29% for Kiswire Sdn. Bhd., 1.42% for Southern PC Steel Sdn. Bhd., and 1.36% for Wei Dat Steel Wire Sdn. Bhd. These are preliminary rates that could lead to antidumping duties being assessed on entries covered by this review.

Partial Rescission for Southern Steel

Commerce is rescinding the administrative review for Southern Steel Sdn. Bhd. because it had no suspended entries during the period June 1, 2024 through May 31, 2025. For Southern Steel, Commerce will instruct U.S. Customs and Border Protection to assess antidumping duties at the cash deposit rate required at the time of each entry.
