114.90% Duty May Be Applied

Commerce preliminarily found that certain cased pencils from China were sold below normal value for the period December 1, 2024 through November 30, 2025. If the final results continue this finding, Commerce will instruct U.S. Customs and Border Protection (CBP) to assess an ad valorem antidumping rate of 114.90 percent on all entries during the period of review produced and/or exported by the affected companies.

Cash Deposit Rate Set at 114.90%

The notice states that upon publication of the final results of this review, cash deposit requirements for shipments of subject merchandise from China entered, or withdrawn from warehouse, for consumption on or after the publication date will apply. For Chinese exporters that have not been found entitled to a separate rate, the cash deposit rate will be the China-wide entity rate of 114.90 percent.

Four Firms Found China-Wide Entity

Commerce preliminarily found four named companies—Shanghai Yover Stationery Co., Ltd.; Yiwu Huijie Make Pens Co., Ltd.; Zhejiang Pengsheng Stationery Co., Ltd.; and Zhejiang Sinopencil Co., Ltd.—ineligible for separate-rate status and therefore part of the China-wide entity. Because the China-wide entity was not under review, its rate remains 114.90 percent.

Reimbursement Certificate Required

Importers must file a certificate about reimbursement of antidumping duties before liquidation of the entries covered by this review. If importers fail to file this certificate, Commerce may presume reimbursement occurred and could assess double antidumping duties.
