Millions of Acres Opened For Grazing

Within 90 days of September 4, 2026, the Secretary of the Interior must determine whether the gray wolf and the Mexican wolf have met the Endangered Species Act recovery criteria for delisting or downlisting, and if so begin the process of delisting or downlisting them. The Secretary must also prepare a legislative recommendation to fully delist or downlist those species.
State Engagement After Wolf Determination
If the Secretary of the Interior determines that the gray wolf and Mexican wolf have met recovery criteria, White House and Agriculture officials will engage with States to encourage them to delist those wolves from State protected species lists and to revise State standards for lethal takings to assist ranchers in combating predation.
Changes to Depredation Claims Rules
The Secretary of the Interior and the Secretary of Agriculture are to consider developing or amending producer compensation regulations, evidentiary standards, and program handbooks so depredation claims are consistently, accurately, and expeditiously assessed. They will consider setting standards to investigate depredations by gray wolves and Mexican wolves and consider additional factors beyond subcutaneous hemorrhaging when appropriate.
Consider Rule Changes For Lethal Wolf Removal
The Secretary of the Interior shall consider amending regulations or issuing guidance to revise criteria for authorizing lethal removal of gray and Mexican wolves and to enable greater emergency responsiveness, including precision targeting, for threats to human safety or threats to domestic livestock. This consideration is to be done consistent with applicable law.
Beef Country-of-Origin Review
Within 90 days of September 4, 2026, the Secretary of Agriculture, with the U.S. Trade Representative, must review statutory and regulatory authorities that may permit mandatory country-of-origin labeling for beef, and provide an economic analysis of mandatory labeling. Based on the review, they may issue or amend regulations to require mandatory country-of-origin labeling for beef products or develop legislative recommendations.
Agencies Must Seek Lower Consumer Prices
The head of each agency is directed, to the extent consistent with law, to take appropriate steps so that the measures in this order and other Administration food production actions benefit American consumers in the form of lower prices to the maximum extent possible. The instruction applies across agencies implementing the order's measures.
Enforcing 'Product of USA' Labeling
The Administration states it is enforcing voluntary “Product of USA” labeling to give American ranchers recognition for producing in the United States. This is intended to help U.S. producers receive market recognition for domestic production.
