Within 180 days of September 8, 2026, the Department of War and the Department of Veterans Affairs must set up updated IT systems and policy guidance to ensure permanent, ongoing sharing of Official Military Personnel Files and Service Treatment Records from the moment a person enters military service until they no longer require VA benefits.
Immediate Record Transfer at Discharge
Within 30 days of September 8, 2026 and at all times thereafter, the Department of War must ensure all current service member personnel files and health records are shared with the Department of Veterans Affairs immediately when a service member is discharged or released from the Armed Forces.
Connect Service Members to Jobs Before Separation
Within 180 days of September 8, 2026 and thereafter, the Department of War must update the Transition Assistance Program so that every service member leaving active service is, to the maximum extent practicable, connected to specific open jobs related to their skills and goals prior to separation, or enrolled in career and technical education, a Department of Labor-funded program, or a registered apprenticeship.
Single Digital Portal with AI Tools
Within 180 days of September 8, 2026, the Departments must create and deploy new digital tools using artificial intelligence and other capabilities to streamline veterans' applications and provide a comprehensive single source that includes job training and opportunities offered by the Department of Labor.
Require Interoperable Records Contracts
Within 120 days of September 8, 2026, the Secretary of War and the Secretary of Veterans Affairs, in consultation with HHS and OMB officials, must review and modify IT contracts and require that current and future medical and personnel information systems be interoperable between the Departments.
Mandatory Link to Veterans' Representatives
Within 180 days of September 8, 2026 and at all times thereafter, the Departments must ensure departing service members are connected with appropriate veterans' representatives from Federal, State, or local governments to help apply for healthcare, disability, home loan, job placement, or education benefits.
