Ban on Certain Canadian Alcohol Imports
Certain alcoholic beverages that are products of Canada, as listed in the proclamation Annex, are excluded from importation into the United States starting at 12:01 a.m. eastern time on September 29, 2026. This means importers cannot bring those listed Canadian alcoholic products into the U.S. after that date.
In-Transit Imports Keep 50% Duty
Products that will be banned but were already imported into the United States, yet not entered for consumption or withdrawn from warehouse for consumption before September 29, 2026, remain subject to the 50 percent ad valorem duty established by Proclamation 11046. Importers with such goods in customs custody before that date will face the 50% duty rather than entry under the new import ban.
Other Canadian Products Keep 50% Duty
Except for the specific products moved from additional duties to the import ban, this proclamation does not otherwise change the products of Canada that remain subject to the additional ad valorem duties imposed in Proclamation 11046. Those products that continue to be subject to Proclamation 11046 remain under the previously imposed duty regime.
Severability: 50% Duty If Ban Invalidated
If any part of the import ban is invalidated for a particular import, the 50 percent ad valorem duty imposed in Proclamation 11046 will apply to that import instead. The proclamation states this fallback will apply even if the ban is invalidated in whole or in part for specific imports.
