Import Ban on Certain Canadian Products
You are banned from importing certain products of Canada listed in the Annex into the United States starting at 12:01 a.m. eastern time on September 29, 2026. The Annex attached to the proclamation specifies which Canadian products are excluded from importation.
Transitional Duty Treatment For Existing Shipments
If certain Canadian products were imported but not yet entered for consumption or withdrawn from warehouse for consumption before September 29, 2026, they remain subject to the 50 percent ad valorem duty established by Proclamation 11047. That 50% duty continues to apply to those goods rather than the new import ban.
Some Products Shift From Duty To Ban
This proclamation changes certain Canadian products that were previously subject to additional ad valorem duties under Proclamation 11047 so that those products are now excluded from importation. Other products that remained under Proclamation 11047 continue to be subject to the additional ad valorem duties.
Reversion To 50% Duty If Ban Invalidated
If any part of the import ban is invalidated by a court or other authority, the proclamation states that the affected imports will instead be subject to the 50 percent ad valorem duty imposed by Proclamation 11047. The severability clause makes that 50% duty the fallback for invalidated parts of the ban.
