If you are in the Washington fire disaster areas listed in FEMA-EM-36550, the Environmental Protection Agency is authorized to transport hazardous materials to support recovery and relief operations even if those shipments do not meet the normal Hazardous Materials Regulations (HMR). This permit specifically covers transportation in support of recovery and relief from and within those Washington fire disaster areas.
