Published Date: 9/16/2026
Notice
Summary
Based on affirmative final determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC), Commerce is issuing antidumping duty (AD) and countervailing duty (CVD) orders on L-lysine (lysine) from the People's Republic of China (China).
Analyzed Economic Effects
4 provisions identified: 0 benefits, 3 costs, 1 mixed.
Antidumping duties on lysine imports
Commerce issued an antidumping duty (AD) order on L-lysine from China. CBP will require cash deposits equal to the estimated weighted-average dumping margins shown in the notice (examples: 139.83% for certain producers and the China-wide entity, and 73.55% for many named producers), and Commerce will assess AD duties on unliquidated entries of lysine from China entered or withdrawn for consumption on or after March 6, 2026, subject to the provisional-measures exceptions described in the notice.
Countervailing duties imposed on lysine
Commerce issued a countervailing duty (CVD) order on L-lysine from China and will direct CBP to assess CVDs on relevant entries entered or withdrawn for consumption on or after January 22, 2026. CBP will require cash deposits at the rates listed in the notice (examples: 48.21% for Inner Mongolia Eppen Biotech Co., Ltd. and an 82.11% rate for certain other named producers), with an all-others rate of 48.21%.
Products covered: animal feed grade lysine
The orders cover animal feed grade L-lysine in all forms, including lysine monohydrochloride (lysine HCl), lysine sulfate, and liquid lysine, and lysine that is coated, encapsulated, combined in premixes, or processed in a third country. The notice lists CAS numbers (lysine HCl: 657-27-2; lysine sulfate: 60343-69-3; liquid lysine: 56-87-1) and HTSUS classification examples (principal subheading 2922.41.0090).
Provisional-measures gap for certain entries
Commerce instructed CBP to terminate suspension of liquidation for certain provisional periods so that some unliquidated entries were liquidated without regard to duties: for AD, entries of lysine entered or withdrawn for consumption on or after September 2, 2026 through the day preceding the ITC's final injury determination publication were liquidated without regard to AD duties; for CVD, unliquidated entries on or after May 22, 2026 through the day preceding the ITC's final injury determination publication were liquidated without regard to CVDs.
