Aeroflot Barred From U.S. Export Deals

The Bureau of Industry and Security renewed a temporary denial order on September 11, 2026 that immediately bars PJSC Aeroflot for one year from participating in any transaction involving items subject to the Export Administration Regulations (EAR). Aeroflot may not apply for, obtain, or use any license (except those directly related to safety of flight) or benefit from transactions involving EAR-controlled items during this one-year order.

U.S. Persons Prohibited From Supplying Aeroflot

The Order prohibits any person from exporting, reexporting, or transferring (in-country) to or on behalf of Aeroflot any item subject to the EAR for one year, except items directly related to safety of flight and authorized by BIS. It also bars actions that facilitate Aeroflot acquiring EAR-controlled items, obtaining items from Aeroflot, or servicing Aeroflot-owned items (installation, maintenance, repair, modification, or testing) unless BIS authorizes them for safety of flight.

Aviation License Exceptions and Denial Policy

The document reiterates that, effective February 24, 2022, BIS imposed licensing controls on aviation-related items (e.g., ECCN 9A991) for Russia and that, effective March 2, 2022, aircraft registered in, owned, or controlled by Russia are excluded from the license exception Aircraft, Vessels, and Spacecraft (AVS). BIS will review license applications for such items under a policy of denial. This affects exports, reexports, and transfers of U.S.-origin aircraft or aircraft parts to Russia.
