This margin is the basis for assessing antidumping duties on entries covered by this review.
Cash Deposit Rates Start on Publication
Effective upon publication on September 17, 2026, cash deposit rules apply: SeAH VINA's cash deposit rate is 15.52 percent for shipments entered or withdrawn for consumption on or after the publication date, while Vietnamese exporters without separate rates will face the Vietnam-wide rate of 111.47 percent. Exporters previously reviewed will continue to use their most-recently published exporter-specific rate, and non‑Vietnamese exporters without their own rate will use the rate of their Vietnamese supplier.
Risk of 111.47% Liquidation Rate
For entries produced by SeAH VINA that the company did not know were destined for the United States, Commerce intends to instruct Customs to liquidate those entries at the Vietnam-wide rate of 111.47 percent if no rate exists for intermediate companies. That means certain entries could be charged duties of 111.47 percent.
Importers Must Certify Reimbursement or Face Double Duties
Importers must file a certificate about reimbursement of antidumping duties prior to liquidation for entries during the period September 1, 2023 through August 31, 2024, under 19 CFR 351.402(f)(2). If importers fail to file this certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.
