Cboe EDGA Updates for 23-Hour Market Crash Recovery Rules

Published Date: 10/8/2026

Notice

Summary

Cboe EDGA Exchange is updating its rules to handle trading pauses better when the whole market drops a lot, especially now that trading runs almost all day, five days a week. This change affects traders and firms using the exchange by making sure trading restarts smoothly after big market halts during the new longer hours. The update kicks in right away and helps keep the market fair and orderly without messing with your money.

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Level 3 Halts Resume No Earlier Than 4:00 a.m. ET

If a Level 3 market-wide circuit breaker halt occurs, the Exchange will keep trading halted until 4:00 a.m. Eastern Time or later on the following trading day. This change explicitly preserves the current practice that trading will not resume at 9:00 p.m. ET (the start of proposed overnight sessions) when exchanges begin 23 hours per day, 5 days per week trading.

EDGA Will Not Start 23/5 Trading Immediately

The Exchange states it does not intend to implement 23 hours-per-day, 5-days-per-week (23/5) trading at this time. Other exchanges, including EDGX, intend to begin overnight sessions (9:00 p.m. ET to 4:00 a.m. ET) on December 6, 2026, but EDGA will not begin those extended hours now.
