Construction, replacements, and abandonments planned

Eastern Shore proposes to build multiple pipeline loops and replacements: a 2.55-mile, 24-inch Parkesburg-Daleville Loop (Chester County, PA); replace ~1.6 miles of 6-inch Tidewater Line with 16-inch pipe (New Castle County, DE); a 5.05-mile, 16-inch Harrington Loop (Kent County, DE); a 1.85-mile, 24-inch Barksdale Loop (Cecil County, MD); and to abandon about two miles of the Tidewater Line in New Castle County, DE. The proposal also includes removing and reconstructing meter/regulator facilities (North Bridgeville M&R Station in Sussex County, DE) and associated aboveground valve facilities.

Public can intervene — deadline Oct 26, 2026

Any person (individuals, organizations, businesses, municipalities) may file a motion to intervene with no fee; the intervention deadline is 5:00 p.m. Eastern Time on October 26, 2026. Intervenors gain party status and the rights to request rehearing of Commission orders and to challenge those orders in the U.S. Circuit Courts of Appeal.

State water quality certifications required

Eastern Shore states that Clean Water Act section 401 water quality certifications are required for the project from the Pennsylvania Department of Environmental Protection, the Maryland Department of the Environment, and the Delaware Department of Natural Resources and Environmental Control. Eastern Shore must submit copies of requests for certification and either the agencies' decisions or evidence of waiver to the Commission when available.
