Reinstated ATF marking-variance form
If you are a licensed Federal firearms importer or manufacturer and want to request alternate identification (a marking variance) for firearms, you must use ATF Form 3311.4. ATF is reinstating this form without change and the obligation to respond is mandatory under 18 U.S.C. 923(i), 26 U.S.C. 5842, and 27 CFR 478.92 and 479.102. ATF estimates about 2,064 respondents per year and about 30 minutes per response.
Estimated paperwork hours and postage cost
ATF estimates the collection will generate 2,064 responses per year, totaling 1,032 hours of respondent time annually (2,064 responses × 0.5 hours each). If mailed, ATF estimates postage at $0.66 per response for a total postage burden of $1,300 per year.
Electronic submission reduces postage
ATF states that if respondents choose to submit ATF Form 3311.4 by email or fax, the mailing cost of $0.66 per mailed response will be reduced. Choosing electronic submission therefore lowers the out-of-pocket postage burden for respondents.
