Commerce Slaps Extra Duties on Japanese Hot-Rolled Steel Imports
Published Date: 10/14/2026
Notice
Summary
The U.S. Department of Commerce found that some Japanese companies sold hot-rolled steel in the U.S. at unfairly low prices from October 2023 to September 2024. Because of this, certain extra duties (taxes) will apply to these imports starting October 14, 2026. This helps protect American steel makers and keeps the playing field fair.
Analyzed Economic Effects
5 provisions identified: 0 benefits, 4 costs, 1 mixed.
Final dumping rates for Japanese steel
For the period October 1, 2023 through September 30, 2024, Commerce found Nippon Steel Corporation sold hot-rolled steel in the U.S. at a 13.96 percent dumping margin and Tokyo Steel Manufacturing Co., Ltd. at 0.00 percent. These final weighted-average margins are the basis for antidumping duties on covered imports and are applicable as of October 14, 2026.
Importer reimbursement certificate and double-duty risk
Importers must file a certificate regarding reimbursement of antidumping duties under 19 CFR 351.402(f)(2) prior to liquidation of the relevant entries from this period. If an importer fails to file the certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.
Cash deposit rates start on publication date
Starting on the publication date of these final results (October 14, 2026), cash deposit rates for shipments entered or withdrawn for consumption will equal the weighted-average dumping margins established in this review. For companies or producers not covered in this review, the cash deposit rates will follow the company-specific rates from the most recent completed segment, and the all-others rate remains 5.58 percent.
How duties will be assessed at liquidation
Commerce will instruct U.S. Customs and Border Protection to collect importer- or customer-specific ad valorem or per-unit assessment rates at liquidation. If an importer-specific rate is greater than the de minimis threshold of 0.50 percent, duties will be collected; if the rate is zero or de minimis (0.50 percent or less), entries will be liquidated without regard to antidumping duties. Commerce intends to issue assessment instructions no earlier than 35 days after publication, and liquidation may be delayed up to 90 days if a timely summons is filed.
Unreviewed entries where producer didn't know U.S. destination
For entries produced by Nippon Steel or Tokyo Steel where the producer did not know the merchandise was destined for the United States, Commerce will instruct CBP to liquidate unreviewed entries at the all-others rate of 5.58 percent if there is no rate for intermediate companies involved in the transaction.
