Notice
Summary
The U.S. Court of International Trade ruled that the Department of Commerce must change its review of wood mouldings and millwork products from China, especially for China Cornici Co. Ltd. This means Commerce will no longer cancel the review for China Cornici and will adjust the cash deposit rates starting October 5, 2026. Companies involved should watch for these updates as they could affect duties and payments.
Analyzed Economic Effects
3 provisions identified: 1 benefits, 2 costs, 0 mixed.
China Cornici assigned 220.87% cash deposit
Starting October 5, 2026, Commerce is assigning China Cornici Co. Ltd. a cash deposit rate of 220.87 percent (the China-wide entity rate) as part of the 2020–2022 administrative review. If you import merchandise from China Cornici after that date, U.S. Customs will require a cash deposit equal to 220.87% of the entered value.
No duty assessment on 2020–2022 entries
Commerce says it will not instruct U.S. Customs and Border Protection to assess antidumping duties on China Cornici's entries for the period August 12, 2020 through January 31, 2022, provided the Court's ruling is not appealed or is upheld as final. The CIT affirmed those entries have been liquidated and Commerce lacks authority to reliquidate them.
Chen Chiu denied separate-rate relief
Commerce confirmed that Chen Chiu Global Corp. is not eligible for a separate rate in the 2020–2022 review and stated it will not issue revised cash deposit instructions for Chen Chiu. This status remains following the court remand and Commerce’s redetermination.
