Lucchini's Dumping Margin Raised to 7.55%
Commerce amended its final results for forged steel fluid end blocks from Italy and changed Lucchini Mame Forge S.p.A.'s weighted-average dumping margin from 2.97 percent to 7.55 percent for the period July 23, 2020 through December 31, 2021. This amendment is published following the U.S. Court of International Trade judgment and is applicable October 12, 2026.
Possible Assessment of AD Duties on Unliquidated Entries
If the CIT's October 2, 2026 judgment is not appealed or is upheld by a final and conclusive court decision, Commerce intends to instruct U.S. Customs and Border Protection to assess antidumping duties on unliquidated entries of subject merchandise produced and/or exported by Lucchini for the July 23, 2020 through December 31, 2021 review in accordance with 19 CFR 351.212(b). Commerce further states it will instruct CBP to assess duties on entries where the importer-specific ad valorem assessment rate is not zero or de minimis, and to liquidate without regard to antidumping duties where the importer-specific rate is zero or de minimis.
Suspension of Liquidation Remains in Place
Entries produced and/or exported by Lucchini that were entered, or withdrawn from warehouse, for consumption during July 23, 2020 through December 31, 2021 remain enjoined from liquidation by a CIT order during the pendency of any appeals. The injunction stays in effect under the terms of the court order.
Current Cash Deposit Rate Will Not Change
Commerce stated it will not issue revised cash deposit instructions to U.S. Customs and Border Protection because Lucchini has a superseding cash deposit rate from a subsequent administrative review; this notice will not affect the current cash deposit rate. The referenced subsequent review was published January 27, 2026.
