Stock Exchange Rules Adapt to Trading Nearly Around the Clock

Published Date: 10/16/2026

Notice

Summary

The Long-Term Stock Exchange (LTSE) is updating its rules about 'Clearly Erroneous Executions' to match new trading hours approved by the SEC, which now allow trading 23 hours a day, 5 days a week. This change helps protect trades during overnight hours and keeps things fair and smooth for traders. The update is effective immediately, so traders and firms should be ready to follow the new rules right away.

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

No CEE Breaks During Overnight Price Bands

If you trade during the new 23/5 hours, trades executed during LULD Protected Hours (which now include the Regular Market Session and Overnight Protected Hours from 9:00 p.m. ET through 4:00 a.m. ET) generally will not be eligible for clearly erroneous execution (CEE) cancellation if they occurred within the applicable Price Bands. The Overnight Price Bands were approved as temporary static bands set 20% above and below two reference points, and the rule change will apply when 23/5 Trading begins on December 6, 2026.

Rights and Warrants Still Eligible for CEE Overnight

If you trade NMS stocks that are not subject to the LULD Plan (for example, rights and warrants), trades executed during Overnight Protected Hours remain eligible for clearly erroneous review and will be judged under the same Numerical Guidelines that apply to Pre‑Market and Post‑Market Sessions. The rule extends the same treatment that currently applies during the Regular Market Session to Overnight Protected Hours.

Industry-Wide Consistency for 23/5 Rules

The Exchange stated that other national securities exchanges and FINRA will file substantially identical rule changes, so the extension of LULD-related CEE rules to Overnight Protected Hours will be applied industry-wide when 23/5 Trading begins. This aims to make treatment of overnight trades consistent across trading venues.
