Analyzed Economic Effects
5 provisions identified: 0 benefits, 0 costs, 5 mixed.
New Strategic Planning Criterion
If you receive Legal Services Corporation (LSC) grants, LSC added a new Strategic Planning criterion that it will use when evaluating grantees. The revisions explicitly ask whether your needs assessment shaped a written strategic plan and probe stakeholder engagement, use of quantitative and qualitative data, and alignment with organizational capacity.
Updated Needs Assessment Guidance
LSC revised the Needs Assessment indicators to list specific methods you might use, including consulting community partners, reviewing available data, and using statewide assessment information. The revisions also ask you to consider different populations and the role of other service providers when identifying pressing legal needs.
Case Acceptance and Priorities Expectations
The revisions ask grantees to establish service priorities and to adopt a written case acceptance policy. They also describe alternative approaches you may use when full representation is not feasible, such as referrals, collaboration with other providers, and use of technology.
Evaluation and Data-Driven Review
LSC revised the Evaluation criterion to describe ways grantees might assess effectiveness, including checking alignment of services with priorities, using data and stakeholder input, and conducting ongoing review to support continuous improvement. Evaluators are instructed to consider these factors in program assessments.
Implementation Support and Use Considerations
LSC will begin using the revised Performance Area One on January 1, 2027, and says it will provide training and forums to discuss implementation. LSC also states its staff will consider each program's capacity and the scope of the revisions when making recommendations during assessments.
