Monitoring after four EBT replacements

If you request four replacement EBT cards within a 12-month period, your State agency must monitor your account and send you a notice that it is being monitored for possible trafficking, misuse, or fraud. Federal rules require the threshold not be set lower than four replacement cards in a 12-month period.

Replacement card may be withheld until contact

After the excessive-replacement threshold is met, a State agency may notify you in writing that it will withhold issuing a replacement EBT card until you contact the agency. Once you have contacted the State agency, the replacement card will be issued.

Referral to State fraud investigation unit

If you request another replacement card after the threshold and trafficking is suspected, the State agency must refer the case to the State's fraud investigation unit. A referral initiates a fraud investigation by State authorities.
