India's Stainless Pressure Pipe Imports Face New Duties
Published Date: 10/22/2026
Notice
Summary
The U.S. Department of Commerce found that Suncity Metals and Tubes from India sold welded stainless pressure pipes at unfairly low prices between November 2023 and October 2024. Because of this, extra duties (taxes) will apply to their imports starting October 22, 2026. This means U.S. buyers might pay a bit more, helping American businesses compete fairly.
Analyzed Economic Effects
5 provisions identified: 0 benefits, 5 costs, 0 mixed.
Importer Certificate Requirement — Risk of Double Duties
Importers must file a certificate about reimbursement of antidumping and/or countervailing duties under 19 CFR 351.402(f)(2) prior to liquidation of the relevant entries during this period of review. If importers fail to file this certificate, Commerce may presume reimbursement occurred and assess double antidumping duties and/or increase antidumping duties by the amount of countervailing duties.
Existing 8.35% All-Others Rate Continues
If you import welded stainless pressure pipe from producers or exporters not covered in this review, the cash deposit rate for all other producers or exporters will continue to be 8.35 percent. That rate is effective for shipments entered, or withdrawn from warehouse, for consumption on or after October 22, 2026 and will remain in effect until further notice.
Automatic Assessment for Unknown-U.S.-Destined Sales
For entries of subject merchandise produced by Suncity where Suncity did not know the goods were destined for the United States, Commerce's automatic assessment will instruct CBP to liquidate those entries at the all-others rate from the investigation if there is no rate for the intermediate company. That all-others rate is 8.35 percent as established in the investigation.
Antidumping Duty on Suncity Imports
If you import welded stainless pressure pipe from Suncity Metals and Tubes, Commerce found a weighted-average dumping margin of 0.74 percent for the period November 1, 2023 through October 31, 2024. A company-specific cash deposit equal to that 0.74 percent rate will apply to shipments entered or withdrawn for consumption on or after October 22, 2026.
Timing for Duty Assessment and Liquidation
Commerce will instruct U.S. Customs and Border Protection to assess antidumping duties on covered entries and intends to issue assessment instructions no earlier than 35 days after publication (October 22, 2026). If a timely summons is filed at the U.S. Court of International Trade, CBP will be directed not to liquidate relevant entries until the time to seek a statutory injunction has expired (within 90 days of publication).
