Cboe Drops Annual Listing Fees for Older Exchange-Traded Products

Published Date: 10/26/2026

Notice

Summary

Cboe BZX Exchange is dropping the annual listing fee for older exchange-traded products, called Legacy Listings. This change means companies with these older listings won’t have to pay this yearly fee anymore, starting right away. It’s a money-saver for those legacy products and a fresh move to keep things fair and simple on the Exchange.

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Legacy ETPs lose $4,000 annual fee

If your exchange-traded product (ETP) first listed on the Exchange before January 1, 2019 (a "Legacy Listing"), it will no longer qualify for the $4,000 annual listing fee. Beginning with the annual listing fees assessed for calendar year 2027, such ETPs will instead be charged the lowest applicable annual fee under Rule 14.13(b)(2)(E), which includes CADV-based fees ranging from $5,000 (for CADV greater than 1,000,000 shares) to $7,000 (for CADV of 0–10,000 shares), and other category fees such as New Listing $4,500, ADR Hedge $9,000, and a collective maximum of $16,000 for certain series.

Transfer listings keep $4,000 incentive

Issuers that transfer an existing ETP listing from another national securities exchange to Cboe BZX (a Transfer Listing) will continue to be eligible for the $4,000 annual listing fee. This $4,000 Transfer Listing fee remains available as an incentive and the rule change does not amend that fee; the change is implemented beginning with fees assessed for calendar year 2027 and does not affect fees already assessed for calendar year 2026.
