Published Date: 10/27/2026

Notice

Summary

The Health Resources and Services Administration (HRSA) is asking for public feedback on new application forms for the Organ Procurement and Transplantation Network’s Board and committees. These forms help pick the right people to guide organ donation and transplant efforts across the U.S. If you want to share your thoughts, you’ve got until October 27, 2026, and there’s no cost to comment—just your voice!

Analyzed Economic Effects

6 provisions identified: 2 benefits, 4 costs, 0 mixed.

Volunteer Application Requirements and Scope

If you want to volunteer for the OPTN Board or committees, you must complete the new application forms. The OPTN Board has 35 members who serve 2- to 3-year terms and resumes are required for Board applicants; there are 21 committees with about 419 members (same term limits) and committee applicants use a separate committee interest form.

Volunteers Receive No Payment

Members of the OPTN Board and committees do not receive payment for their volunteer work.

Recurring Conflict‑of‑Interest and Disclosure Filings

Selected OPTN Board, committee, and review board members must complete annual conflict-of-interest (COI), code of conduct, confidentiality, and attestation forms; certain members also complete tri-annual updates and ad hoc COI filings before meetings. Approximately 505 committee and BOD members fill out the annual COI, code of conduct, confidentiality, and attestation forms each year, and about 841 OPTN Review Board members will fill out annual COI and related forms.

Privacy and COI Question Changes

HRSA removed an optional open-ended social media handles question and revised disciplinary questions so they no longer ask about an applicant's employer; HRSA clarified that financial COI disclosures exclude salary from current employers and investments in broadly diversified funds and declined to adopt a 5 percent ownership threshold.

Aggregate Applicant Time Burden Increased

HRSA estimates the total annual burden for these forms is 2,110.84 hours across all respondents and the total annual responses are 7,683. HRSA increased estimated responses from 5,160 to 7,683 and increased total burden hours from 1,870.39 to 2,110.84.

Forms Made More Inclusive and Minor Employment Questions Added

HRSA broadened wording from "transplant" to "transplant, donation, or procurement" to include donation and procurement roles and added two employment-related questions (current employment status and whether the employer is aware of the application). HRSA says those employment questions use predefined options and are expected to require negligible time to complete.
