Retirement Transfers Get a New Back Office, Not a New Adventure

Published Date: 11/2/2026

Notice

Summary

The National Securities Clearing Corporation (NSCC) is updating how insurance and retirement product transfers happen through its Automated Customer Account Transfer Service (ACATS). Instead of ACATS handling some registration steps, NSCC’s Insurance & Retirement Solutions system will take over, making the process smoother for financial firms and customers. This change kicks in right away and aims to speed up transfers without extra costs.

Insurance/Annuity Transfers Shifted to I&RS

Starting November 20, 2026, NSCC will move responsibility for re-registering and confirming insurance and retirement products (for example, annuities) from the ACATS system to NSCC's Insurance & Retirement Solutions (I&RS) system. Firms will still use ACATS to initiate transfers and for ACATS/IPS eligibility checks (CUSIP and Receiving Member), but the re-registration, carrier notifications, and confirmations will be handled through I&RS.

Decommissioning of ACATS Insurance Records

NSCC will decommission several ACATS instructions, files, and records used for insurance product transfers—examples include the Insurance Registration (IR) Record, the insurance statistics file that confirmed accepted/rejected transactions, and Receiver & Deliver (R&D) Insurance Instructions for IR records. NSCC will also remove related references and reports from Section 8 of NSCC Rule 50.
