Markets May Soon Trade 23 Hours, But Circuit Breakers Need Rules

Published Date: 11/2/2026

Notice

Summary

MX2 is updating its rules to handle trading pauses better when the market drops a lot, now that trading hours are expanding to 23 hours a day, 5 days a week. This change affects traders and investors by making sure trading restarts smoothly after big market drops during these longer hours. The update kicks in right away, helping keep the market stable and confident even during overnight trading.

Level 3 Halts Resume at 4:00 a.m. ET

MX2 amended Rule 11.23 so that after a Level 3 market-wide circuit breaker halt, trading on the Exchange will remain halted until 4:00 a.m. Eastern Time on the following trading day. This change preserves the current resumption practice and prevents trading from reopening at 9:00 p.m. ET on the same calendar day when overnight sessions begin (notably planned to start December 6, 2026 on some exchanges).

Preserves Cooling-Off and Price Discovery

By requiring that trading not resume before 4:00 a.m. ET after a Level 3 halt, the Exchange aims to preserve a longer cooling-off period so more institutional participants can take part and price discovery can occur in pre-market hours. The Exchange cited concerns that overnight sessions (9:00 p.m. ET to 4:00 a.m. ET) could have different liquidity and participation and that existing overnight price bands (approved August 5, 2026) might impede normal price discovery if trading resumed overnight.
