States Face Another Reporting Round on Teacher Preparation and Credentials

Published Date: 11/5/2026

Notice

Summary

The Department of Education wants to update how states report on teacher training and credentialing under the Higher Education Act. This affects state, local, and tribal governments, plus some private groups, who’ll provide updated info by December 7, 2026. The goal is to make the process clearer and less of a hassle without costing extra money or time.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Annual State Teacher Reporting Requirement

States, local, and tribal governments must continue to send an annual State Report Card about initial teacher credentials to the Department of Education under the Higher Education Act Title II process. The collection is an extension without change (OMB Control Number 1840-0744) and the Department estimates 2,259 annual responses and 333,160 total annual burden hours for all respondents.

IHEs and Teacher Programs Must Report Program Data

Institutions of higher education (IHEs) with teacher preparation programs (TPPs), and TPPs outside IHEs, must report annually to their states on program elements such as program numbers and type, enrollment figures, demographics, completion rates, and goals and assurances. States then include program information when they report to the Secretary of Education.

Annual Publication of Teacher Quality Data

The information states and programs provide is published annually in The Secretary's Report to Congress on Teacher Quality, meaning public and Congress will have access to reported assessment pass rates, state standards, credential types, numbers issued, and TPP performance classifications.
