Show full summary
  • Service members and military families: The resolution would require removing U.S. Armed Forces from hostilities against Iran, and it explicitly covers potential ground forces used in combat or occupation, unless Congress authorizes the action.
  • Executive branch and force posture: It preserves the President's ability to defend the United States, U.S. forces, diplomatic facilities, or allied states from imminent attack. It also allows keeping troops in the region for defensive purposes and does not force removal of forces not engaged in hostilities.
  • Intelligence and partners: It protects ongoing intelligence, counterintelligence, and investigative activities related to threats from Iran. It also allows intelligence collection, analysis, and sharing with coalition partners when the President judges that sharing is in U.S. national security interests.
  • Legal scope: The measure states that it should not be read as an authorization for the use of military force and aims to repudiate any implied congressional authorization for ongoing hostilities absent a formal congressional authorization.

End U.S. hostilities with Iran

If adopted by both chambers, this concurrent resolution would direct the President, under the War Powers Resolution, to remove U.S. Armed Forces from hostilities with Iran unless Congress approves a declaration of war or a specific authorization to use force against Iran. It would apply to all U.S. forces engaged in hostilities, including possible ground combat or occupation roles. The resolution would still allow the United States to defend itself, its forces, diplomatic facilities, or allies from an imminent attack; to keep troops in the region for defensive purposes; and it would not require removal of U.S. forces who are not engaged in hostilities with Iran. The resolution would also say it does not authorize new uses of military force and would not limit intelligence collection, analysis, or sharing when the President finds such sharing is appropriate and in the national security interest.
