Summary

A mandated GAO study of how federal workforce reductions affect constituent services would require the Government Accountability Office to inventory and analyze effects across agencies and to publish findings and policy options within 18 months. The study would define "constituent services" and "reduction in force," examine processing times, backlogs, call wait times, statutory deadline compliance, costs of reductions, and mitigation strategies, consult agencies, the Office of Personnel Management, unions, and experts, and deliver agency-specific impacts and recommendations to Congress and the public.
