National flood resilience program and committee
If enacted, this bill would create the National Flood Impact Reduction and Resilience Program. The program would publish systematic national maps of flood vulnerability, inundation, floodplains, historical events, and hydrologic forecasts. It would keep a public technical repository on flood risk, mitigation, nature-based features, and nonstructural alternatives. The program would develop standards, guidelines, and voluntary codes for floodplain management and lifeline infrastructure. It would support interdisciplinary research and promote adoption of resilience measures through grants, contracts, cooperative agreements, and technical assistance. An interagency coordinating committee, chaired by the Chief of the Army Corps of Engineers, would plan and coordinate the program, prepare a coordinated Program budget for OMB, and meet at least once per year. The Chief would also form an advisory committee of at least 11 non‑Federal members to advise agencies.
