- Families and tenants: It would add explicit protections so victims of domestic violence, sexual assault, or stalking cannot be refused tenancy or evicted solely for incidents tied to those victims. It would also clarify public-use rules to cover veterans.
- States and developers: It would create new tax credits and allocation tools to spur conversions and middle-income housing, including a national conversion credit cap of $12.0 billion and state Neighborhood Homes ceilings that start at the greater of $9 per resident or $12.0 million. It raises incentives for extremely low-income and bond-financed projects and tightens cost oversight.
- Renters and homebuyers: It would offer a refundable renter tax credit for households spending over 30 percent of income on rent and create a refundable first-time homebuyer credit with a base cap of $15,000. The IRS would get $50.0 million for outreach and systems work.
