Summary

Stops retroactive pay for Members of Congress during government shutdowns. This bill would require payroll administrators to withhold from each pay period an amount equal to one day's pay for every 24‑hour period of a shutdown that falls in that pay period. It would bar any retroactive payment for days that occur during a shutdown. The Treasury must provide assistance to implement the withholdings. The bill defines payroll administrators for the House and Senate and defines a government shutdown as a lapse in appropriations from failure to enact funding.

Members lose pay during shutdowns

If enacted, Members of Congress would have pay withheld for any pay period that includes government shutdown days. For each pay period, payroll offices would withhold one day's pay (annual rate under 2 U.S.C. 4501 divided by 365) multiplied by the number of 24-hour shutdown days in that pay period. The bill would bar any retroactive pay for periods during a shutdown. House and Senate payroll administrators would carry out the withholdings and the Treasury would provide needed assistance. This rule would apply during the One Hundred Twentieth Congress and each succeeding Congress.
