Summary
This bill would create a national study of 9/11 education to map how states and public K–12 schools teach the September 11, 2001 attacks and lessons about preventing terrorism. It directs the Secretary of Education, working with the National September 11 Memorial & Museum, to examine all states, a representative sample of local educational agencies, and a representative sample of public elementary and secondary schools. The study would determine whether instruction is required or optional and summarize state and local standards and how they are implemented. It would identify teacher training and resource needs, note involvement of museums and cultural centers, review teaching methods such as project based and trauma informed approaches and the use of primary sources, and describe how schools assess student knowledge and students' ability to analyze terrorism. Results must be reported to Congress no later than 180 days after the study finishes or three years after enactment.
