Highway funding tied to license-plate rules

If enacted, this bill would let the federal government withhold 10% of a State's annual highway apportionment if the State does not pass a law limiting automated license-plate readers (ALPRs). The bill would allow ALPRs only for enforcing tolls; finding stolen vehicles; locating missing or endangered people; identifying vehicles registered to people with a felony warrant; or investigating vehicles in felony offenses. The 10% cut would begin on the first day of the fiscal year that starts after the second fiscal year following enactment. This would push States to adopt those ALPR limits and would reduce transportation money for noncompliant States, which could affect road and transit projects funded by those apportionments.
