Show full summary
  • Seniors and Medicare Part D enrollees: The demonstration would run for 2027 through 2029 in a manner substantially similar to 2026, aiming to limit premium increases for beneficiaries.
  • HHS and CMS: The Secretary would have to issue revised guidance within 30 days after enactment to set the 2027 parameters and would maintain the demonstration for 2030 and later unless termination would not raise premiums.
  • Prescription drug plans: Plans would operate under the same demonstration terms described in the CMS announcement dated July 29, 2024, which the bill ties to existing statutory authority.

Keep Medicare Part D Premiums Stable

If enacted, this bill would direct the HHS Secretary to continue a Medicare Part D premium-stabilization demonstration in 2027, 2028, and 2029. The continuation would be substantially similar to how the program operated in 2026, as described in the CMS announcement dated July 29, 2024. The demonstration would also remain in effect for 2030 and later unless the Secretary determines ending it would not raise Part D premiums. Not later than 30 days after enactment, the Secretary would have to issue revised guidance establishing the parameters for 2027 operation.
