Agency integrity officers and training

Each covered agency would name a Scientific Integrity Officer within 90 days. The officer must be a career professional with scientific expertise and would coordinate with the inspector general as needed. Each year, the officer would post counts and anonymized summaries of complaints and results, plus any policy changes. Within 180 days, agencies would set up a dispute process and an appeal process, and provide regular integrity and ethics training. New covered employees would get training within one month, and the agency head would report to OSTP and Congress within 30 days if someone improperly overrules the officer.

New scientific integrity rules at agencies

Agencies that fund, run, or oversee research would need a scientific integrity policy within 90 days. The policy must go to the White House science office for approval, be posted online, and be sent to Congress within 30 days after approval. Policies would ban research misconduct and retaliation, and allow scientists to publish, attend conferences, serve on boards, and do peer review. Any pre-release technical review would have to follow a clear, written process. Policies must apply agency-wide, be public, base hiring on expertise, protect most staff from political pressure, include whistleblower protections, and accept reports from nonemployees. Existing policies could count if certified and approved, and all policies would be re-reviewed every five years.

Public oversight of science integrity

OSTP would gather and publish all agency integrity reports in one place online. OSTP would also meet yearly with agency integrity officers to share best practices. GAO would review how each agency put these rules in place within two years of enactment.
