- 15 voting members and structure. The committee would have 15 voting members: four veterans with disabilities covering mobility, hearing, visual, and mental or cognitive needs; four accessibility experts; two VA employees from the Section 508 Office and the Architectural Accessibility Program; and five representatives nominated by veterans service organizations. Four ex officio nonvoting members would also participate.
- Advice, reporting, and oversight. The committee would advise the Secretary on accessibility and legal compliance, meet at least twice a year, and produce a biannual report starting two years after its first meeting. The Secretary must deliver the report and any comments to Congress within 90 days and publish them on the VA website.
- Gives veterans and advocates a formal channel. Veterans with disabilities and recognized veterans service organizations gain a regular mechanism to identify barriers and push for recommended fixes.
- Administrative and timing changes. Before standing up the committee the Secretary must act within 180 days to abolish or consolidate inactive advisory committees, the new committee would have two-year member terms and a seven-year termination date. The bill also moves a pension extension deadline for veterans admitted to nursing facilities from November 30, 2031 to January 31, 2032.

This bill would change a date in a VA pension rule for veterans in nursing facilities. The cutoff would move from November 30, 2031 to January 31, 2032. If enacted, this could keep payments under that rule going two months longer. It would take effect at enactment.
New VA panel on disability access
This bill would create a 15-member Veterans Advisory Committee on Equal Access at VA. Four senior officials would serve as nonvoting members. The committee would advise on making VA information, services, and facilities accessible, including community care sites and purchased technology. It would review compliance with the ADA, the Rehabilitation Act (sections 501, 504, and 508), the Plain Writing Act, the 21st Century Integrated Digital Experience Act, and the Architectural Barriers Act. It would meet at least twice a year and issue a report two years after its first meeting and every two years after. VA would send the report to Congress and post it online within 90 days. Before starting the new committee, within 180 days the Secretary would need to end or merge an inactive VA advisory committee, or recommend that Congress end one created by law. Members would not be paid, but non-Federal members could get travel costs. The committee would end seven years after enactment.
