Summary
Expands capital access for rural-area small businesses by giving them parity with women-owned small businesses under certain securities rules. The bill inserts the phrase "rural-area small businesses" into two places in Section 4(j) of the Securities Exchange Act of 1934 (paragraph (4)(C) and paragraph (6)(B)(iii)), so those rural firms become eligible for the same capital-related provisions or exemptions that apply to women-owned small businesses.
