Authorizes the U.S. Mint to change the metal makeup of circulating coins to cut taxpayer costs while keeping them physically compatible with existing machines. The Mint would need a study and stakeholder input showing the change lowers costs, keeps diameter and weight the same, and keeps coins working in most electromagnetic coin acceptors before moving forward.

Mint could change coin metals
If enacted, the U.S. Mint could change the metal mix in circulating coins and set reasonable manufacturing tolerances. This could happen only after a Mint study with input from affected industries. The change would need to cut taxpayer costs, keep the same size and weight, and work in most coin machines. The Director would have to notify Congress at least 90 legislative days before starting and certify these points. Congress could block it with a joint resolution during that period.

If enacted, this would set how the bill’s PAYGO score is calculated. It would use the House Budget Committee Chair’s statement printed in the Congressional Record before the vote. This is a process rule and would not, by itself, change anyone’s taxes or benefits.
