DRIVE Act of 2025
Sponsored By: Representative Brownley, Julia [D-CA-26]
In Committee
Summary
Tie VA beneficiary travel mileage to the General Services Administration (GSA) private-vehicle rate. The bill would also require that mileage-based VA payments be made within 90 days of a properly submitted request and would remove the old fixed 41.5 cents-per-mile figure.

- Veterans and caregivers: Would receive mileage reimbursements that track the government-wide private-vehicle rate rather than a fixed per-mile amount, so payments can rise or fall with the GSA rate.
- Claimants: Would get a guaranteed payment timeline, with the VA required to issue mileage allowances within 90 days after a properly submitted claim.
- VA operations: Would change the statutory language to replace the explicit per-mile rate and direct the mileage rate to be set under the updated subsection that aligns with the GSA rate.

Faster, higher travel pay for veterans
The VA would have to set the mileage rate for beneficiary travel at least as high as the federal employee mileage rate when no government car is available. If the VA pays mileage in a year, it would have to pay within 90 days after you file a proper request under VA rules. This would replace the fixed cents‑per‑mile rate with a rate tied to that federal benchmark.
