- Veterans: Veterans with medical need for vehicle modifications would be eligible for VA coverage or reimbursement for specific adaptations such as ramps and kneeling systems, raised doors or lowered floors, raised roofs, air conditioning, mobility lifts, ingress/egress accessibility modifications, wheelchair tiedowns, and adapted seating.
- Pension recipients: The period during which pension payments are capped would be extended by one year, moving the sunset from November 30, 2031 to September 30, 2032.

VA help for needed car adaptations
If enacted, the VA would treat medically necessary car adaptations as a medical service. Eligible veterans could get VA to provide or cover ramps, kneeling systems, raised doors or lowered floors, raised roofs, air conditioning, mobility lifts, easier entry and exit changes, wheelchair tie-downs, and adapted seating. The adaptations would need to be medically necessary for the driver or a passenger. Coverage would follow current VA medical eligibility rules and would start upon enactment.
Veterans’ pension limits extended to 2032
If enacted, current limits on some VA pension payments would stay in place until September 30, 2032. The bill replaces the prior end date of November 30, 2031. Veterans whose pensions are limited under 38 U.S.C. 5503(d)(7) would keep facing those caps through that date. The change would take effect upon enactment.
