VA pilot to provide service dogs

If enacted, the VA would launch a competitive pilot within 24 months to help eligible veterans get service dogs. The pilot could receive $10 million each year from FY2027–FY2031, with grants up to $2 million per nonprofit. To qualify, veterans would need VA enrollment, a VA prescription, and a covered condition like blindness, mobility loss, hearing loss, PTSD, or TBI (the VA could add others). Nonprofits would need proven service-dog training experience, ADA-compliant practices, training for dogs and veterans, humane standards, and they could not charge veterans for grant-funded dogs. The pilot would end September 30, 2031, and the VA would oversee grantees and set conditions on fund use.

Vet insurance for veterans' service dogs

If enacted, veterans who get a service dog through the pilot could receive a commercial veterinary insurance policy for that dog. The VA could keep the policy active even after the pilot ends. The VA could stop the policy only if it is in the best interest of the veteran, the dog, or the government.

Pension timing rule extended to 2033

This would move a date in a VA pension timing rule from November 30, 2031, to February 28, 2033. That would keep the current timing limit in place longer. It would apply only to veterans covered by that specific pension provision.
