Show full summary
- State governments: States or areas that had exempted themselves before enactment could choose to adopt the new standard-time designation or retain the pre-enactment standard time.
- Residents and businesses: Would end twice-yearly clock changes by making daylight saving time year-round, eliminating spring and fall time shifts.
- Timekeeping and law: Would shift a set of listed hour-offset values by one hour and add a conforming cross-reference to align federal standard-time rules.
*The bill would contain no new federal funding or tax changes and would not authorize spending, so it is not expected to directly change the federal budget.*

Bill Overview
Analyzed Economic Effects
2 provisions identified: 0 benefits, 0 costs, 2 mixed.
Year-round daylight saving time nationwide
If enacted, the bill would make daylight saving time year-round across the country. Clocks would no longer change in spring and fall. Federal time zone offsets in law would shift one hour ahead to match daylight saving time. Schedules that rely on federal time rules, like work and travel, would follow the new time all year. The change would take effect upon enactment.
Opt-out states pick their time standard
If enacted, states or areas that had opted out of daylight saving time before this bill passed could choose their standard time. They could adopt the new federal time standard or keep the standard time they had before enactment. This choice would apply only to those previously exempt states or areas. It would take effect upon enactment.
