Summary
Would let certain foreign carriers from Japan, the Philippines, and South Korea stop in Guam and the Northern Mariana Islands without breaking the international journey. It would change how federal law treats passengers and cargo added or removed at those stops to try to increase competition and lower fares on U.S.–Pacific Island routes.

Easier Guam and Northern Mariana stops for foreign airlines
