- Applicants: Entities seeking easements, rights-of-way, leases, licenses, or other authorizations to locate or change communications facilities on covered land would submit Form 299 through a dedicated portal instead of paper or separate systems. Portals must be established within one year.
- Agencies: The Secretaries of the Interior and Agriculture must build and operate the portals, with Agriculture acting through the Chief of the Forest Service. Each Secretary must notify the Assistant Secretary for Communications and Information within three business days after a portal is ready.
- NTIA and public access: The Assistant Secretary must post links to each portal on the National Telecommunications and Information Administration website, creating a single place to find the portals and a shared set of defined terms.
