More public recreation at Hetch Hetchy

The National Park Service would manage Hetch Hetchy Reservoir and Lake Eleanor for public recreation. If allowed by the Secretary, people could swim, use non‑motorized boats, picnic, and camp above the ordinary high‑water marks. Road access by cars and bikes would be allowed only if it does not harm dam operations or maintenance. The Secretary could set limits, add other suitable activities, and must protect safety, dam integrity, and the areas’ scenic and historic features. Agencies would coordinate to follow existing dam safety and environmental laws.

Higher Hetch Hetchy payment, no wholesale pass-through

The bill would raise the Section 7 amount from $30,000 to $2,000,000 and index it to inflation each year after July. It would add wildfire mitigation to the allowed uses of those funds. The City of San Francisco, as grantee, would not be allowed to recoup these sums from its wholesale water or power customers. This could shift costs away from those wholesalers while increasing the payment tied to the project.
