Interior help for museum partners
The Interior Department, after consulting Missouri, the City of Fulton, and Westminster College, would be able to make agreements with public or private groups to protect the Landmark’s historic resources. It would be able to support educational and interpretive facilities and programs at the site. It would also be able to give technical and financial assistance to entities that have such agreements.
Landmark status, local control preserved
The bill would name America’s National Churchill Museum at Westminster College in Fulton, Missouri, as a National Historic Landmark. It would include the Winston Churchill Memorial that is on the National Register of Historic Places. It would not change how Missouri, the City of Fulton, or the College run the site. Property owners would still be able to take any actions they are otherwise allowed to take with their property.
Study on National Park status
The Interior Department would conduct a special resource study of the Landmark. It would evaluate national significance and whether it would be suitable and feasible as a unit of the National Park System. It would consider federal, state, local, private, and nonprofit options and list federal cost estimates for each option. The Department would consult affected agencies and local groups. A report to Congress would be due within 3 years after funds are first made available for the study.
